Session A - Workforce and Facilities: Essential Infrastructure for Increasing Equitable Access to Quality ECE
The session will begin with the “on-the-ground” perspective from St. Anne’s - an organization that provides high quality ECE to low income families in LA County. Lorna Little, CEO of St. Anne’s will provide an overview of the growth of their organization and the struggles they have experienced in expanding to a new facility and recruiting and retaining a qualified workforce. Elise Crane, Director of the ECE Workforce Registry will then provide an overview of their recent report “Progress and Potential: A snapshot of LA County in California’s Early Care and Education Workforce Registry”, highlighting data on LA County’s workforce as well as the work to expand the Registry statewide. Another critical step in expanding quality ECE in LA County and in the state as a whole is to ensure that there are sufficient physical facilities to serve more children -- particularly babies and toddlers. Ernesto Saldana from Advancement Project California, will provide an overview of their recent “Building California’s Future: Tackling the Facilities Challenge for our Youngest Learners” and the related web-based tool. Ernesto will provide an overview of the facilities challenge, how the lack of facilities perpetuate inequities in access, and state level recommendations that can significantly reduce these barriers. Ernesto will also share the Early Childhood Alliance’s Babies and Toddlers Campaign, local partnership to build an ECE system at the County level. Lastly, Max Thelander from the LA County Chief Executive Office Master Planning Unit will share work recently completed by his office in response to the Board of Supervisors’ motion that examines the availability of County-owned property that could be used for new ECE sites. Max will share his findings as well as opportunities to reduce barriers to facilities expansion at the local level.

Session B - ECE County Systems: Priorities, Intersections and Opportunities for Alignment
The L.A. County Office for the Advancement of Early Care and Education, the Los Angeles County Office of Education and First 5 LA have developed a unique partnership to address systems alignment. This collaborative approach strives to strengthen the early care and education system across the County by reducing duplication of efforts and maximizing resources for young children. In this breakout session, all three organizations will highlight their strategic plan priorities, share opportunities for alignment and showcase examples of their partnership like Quality Start LA and the Kindergarten Transition Workgroup.

The OAECE Strategic Plan will be available at www.childcare.lacounty.gov in early 2020.

Session C - Early Childhood and Municipalities: City Approaches to Strengthening ECE Systems
City government plays an important and unique role in shaping a community’s ability to be a place where its youngest population is able to thrive.  More cities across the nation are taking action to improve the quality of and access to early care and education services in their city.  This breakout session will include panelists from four cities in LA County (El Monte, Long Beach, Los Angeles, and Pasadena) that have taken steps to improve the foundations for young children growing up in their city.  The breakout session will highlight why city leadership became a champion for young children, what steps these cities are taking to improve early childhood supports, what have been the challenges and opportunities to bring their vision to fruition, and what should the county and state know about cities when designing ECE policies and funding.
